helperFunctions.program_setup.setup_argparser(name, description, command_line_options=['/opt/hostedtoolcache/Python/3.8.18/x64/bin/sphinx-build', '-M', 'html', '.', '_build', '-W'], version='4.2-dev')

Sets up an ArgumentParser with some default flags and parses command_line_options.

Returns:: The populated namespace from ArgumentParser.parse_args
